Seems to me it is a resounding defeat. There was a ban on Wal-Mart. The mayor tried to veto the ban- so Wal-Mart wouldn't be banned anymore. Since the City Council didn't override the veto, Wal-Mart, which was formerly banned, is no longer. (Yeah, lots of negative-ish stuff to follow.)
