No, it would be easier if she'd spelled out "He is".  However, she indicates "He" as the subject with "is (understood with the apostrephe - s)", "can", and "does" as verbs following in succession.

Ok, after all, I never really did get any real English lessons, so who am I to correct grammar?  But for two hours a week for four years over 40 years ago, I don't really think I am doing that badly.

It is accepted practice to spell out the words one through ten unless in a specific context (like 10-4, good buddy) or to denote something scientific (He was traveling at Mach 3).

I would agree with that.  You do really well.
