How long ago was it pierced? Over time, all piercings will migrate, that is your body's natural defense against a foriegn presence. If it was done very recently, you will have to wait for the area to compleatly heal before trying again. Many places will re-pierce, as long as no other damage has been done. Make sure they re-pierce behind the scar tissue created by the first piercing and it will be less likely to migrate out a second time. Please be aware that often times, scar tissue is not as sensitive as healthy tissue, depending on the results, you may loose some sensitivity.

On such a small area as that, most places will refuse to pierce you again.  Piercers are not supposed to pierce over scar tissue or extremely near it because of the large chance that it won't heal properly.
