MAN WHO SENT DOG DROPPINGS TO PROTEST TICKET CHARGED
Friday, May 18, 2007

Austin, Texas---An Austin man who allegedly put dog feces in a payment envelope for his overtime parking ticket last month has been charged with disorderly conduct.

Joshua Steven Solberg, 22, was charged with the misdemeanor Friday in a criminal complaint filed in Mower District Court. He has been summoned to appear in court June 15.

According to the complaint, Solberg was issued a citation for overtime parking April 18 for his vehicle parked in front of his residence at 803 Second Ave. N.W. He paid for it by putting the ticket envelope in a drop box for citations at the Law Enforcement Center.

On April 25, an office employee for Austin police noticed a foul odor about 2 p.m. while gathering envelopes from the box. The odor persisted when she brought them to her desk.

As she opened the envelopes, the woman noticed one leaking a brown fluid, which got onto her hands, the complaint stated.

She then put the envelope in a plastic bag and washed her hands; the fluid also contaminated her desk.

That evening, the woman traveled to St. Cloud, Minn., and awoke the next day with a headache and vomited repeatedly. She was hospitalized for about two days with an undetermined illness.

When an Austin detective spoke with Solberg on May 2, Solberg allegedly admitted to including fecal matter from his dog in the envelope because he was upset at the time, the complaint says. Solberg said he regretted doing it because, right after leaving it, he realized a secretary likely would open it.

The complaint says Solberg denied there was any particular person he was targeting. Solberg said he has had first-aid training but didn't think he might make someone sick by including fecal matter.

This guy was just an idiot for putting it with his ticket.

I do feel bad for the poor secretary who was forced to dabble in scat without even a safeword.

I don't see this as any different from including a white powder with the payment.  The law punishes intent as well as action, and the intent was to frighten, to harass, and to obstruct a public official in the execution of his/her duty.

I think it was more of a FUCK YOU statement. The man did not think it was going to get out of hand.

IMO - I see white powder put into an envelope more of a threat / harrassment, than the dog shit.

Let's not forget that a person was injured.  Just because she apparently suffered no long term injury does not mean she was not injured

Ok the guy was wrong we ALL admit that. I doubt however that it will get to the level of felony charges. Midn you if I got ticketed outside my own house I migth be driven to do somethign stupid as well. Not this stupid but stupid none the less.

This is just below on the brain power scale of the incident where ater recieving a ticket for blowing a red light in the mail with a picture of his car doing so, the man sent a picture of the cash to the police station. That was ballsy.

I think she faked that  she probably thought  she could get time off with pay from the incident. or sue some one because she was 
traumatized from touching dog shit lol

Hey, if you don't want to abide by the regulations, don't PROMISE TO when you beg for a drivers' license.

Yes it is terrible that someone got injuried, let her sue, but to charge him with a felony is ridiculous.

Charging him with a felony may not be too off the mark.

The statutory offense of felony malicious conduct by a prisoner is codified as follows:
Any person in the custody of the Department of Correction, the Department of Juvenile Justice and Delinquency Prevention, any law enforcement officer, or any local confinement facility . . . , including persons pending trial, appellate review, or presentence diagnostic evaluation, who knowingly and willfully throws, emits, or causes to be used as a projectile, bodily fluids or excrement at a person who is an employee of the State or a local government while the employee is in the performance of the employee's duties is guilty of a Class F felony.

This is only one example, of course. Though I'm certain prisons across the nation have similar laws. And in the example above all fluids and excrement are assumed to be of human origin. Whereas, in the case of Joshua Solberg the excrement in question was not his own.
